Shillong, 12th July 2023: Meghalaya’s Aroma Mission has emerged as a resounding success in the realm of aromatic plants, spearheaded by the Hon’ble Chief Minister of Meghalaya. Since its launch in 2019, this flagship initiative has been instrumental in transforming aromatic plants into valuable products while promoting sustainable and regenerative agricultural practices, with the ultimate goal of doubling farmers’ income and enhancing their livelihoods. During a visit to one of the Aroma Mission sites at Byrwa in the Ribhoi district. The Hon’ble Chief minister of Meghalaya Conrad K Sangma, accompanied by Shri Gunanka D.B. IFS Executive Director, INRM, Shri Arpith Upadhyay, DC Ribhoi district, and Ms. IsawandraLaloo, IAS, Secretary to the Department of Agriculture, expressed satisfaction with the remarkable progress achieved in aromatic plant cultivation and the production of valuable products, including essential oils and natural repellents.

The Aroma Mission operates thirteen essential oil distillation units in collaboration with women entrepreneurs. These units propagate various plants such as Citronella, Lemon Grass, Turmeric, Vetiver, Winter Green, Geranium, and more. Notably, these grasses thrive even in severely degraded lands where other crops struggle to grow. Moreover, their thick fibrous root system contributes to recharging groundwater and springs, and they are also proved to be an efficient soil binder and preventing soil erosion making them ecologically valuable.

Wholeheartedly supporting this initiative, the Hon’ble Chief Minister assured the farmers involved in aromatic plant cultivation of the government’s unwavering assistance to scale up their enterprises. He encouraged them to share their future plans to ensure the long-term success of this business, benefiting both the farmers and the state economically. Furthermore, the Chief Minister emphasized the government’s commitment to fostering collaboration among organizations to create more value-added products from aromatic plants.

To bolster the capabilities of the Byrwa unit, Hon’ble Chief Minister Conrad K Sangma announced additional financial aid from the government for the purchase of machinery. Furthermore, the cultivators are exploring the possibilities of extracting oil for perfume production, expanding their product range.

The Meghalaya Aroma Mission has played a pivotal role in promoting aromatic plant cultivation in the state and has achieved significant milestones. Over 3,000 farmers across the state, covering 500 hectares of waste land, have been supported through this mission. Ten essential aromatic plants, well-suited to the agro-climatic conditions in Meghalaya, have been cultivated, and the mission plans to expand the area under aromatic plantations to 1,000 hectares. Wintergreen, lavender, damask rose, and wild marigold, classified as High-Value Crops, have been given priority under the mission.

To ensure the production of value-added products like aromatic and essential oils, the Aroma Mission intends to establish more distillation facilities. The goal is to provide at least one field distillation unit for every 10 hectares of these crops.

The government of Meghalaya’s vision for the Aroma Mission extends beyond cultivation to strengthen institutions and promote holistic development in the aromatic plant sector. As part of this effort, 130 Self-Help Groups (SHGs) have been formed, empowering farmers and fostering collective efforts in the cultivation and marketing of aromatic plants. Additionally, cooperative societies have been established to facilitate collaboration and resource-sharing among farmers engaged in aromatic plant cultivation. Moreover, the creation of farmer groups has encouraged peer learning, knowledge sharing, and collective initiatives for sustainable agriculture.

The Aroma Mission has achieved a production output of 4 metric tons, significantly contributing to the state’s aromatic plant industry. As a result of this initiative, 3,000 farmers have directly benefited, improving their livelihoods and income opportunities.

The Government of Meghalaya recognizes that nature holds the key to our sustainable future. It is time for the citizens to embrace a new framework, one that aligns our actions with the wisdom of the natural world. By harnessing the power of nature, we can find sustainable alternatives and transform our societies. Through effective solutions the state has witnessed the potential of nature-based solutions in restoring ecosystems, conserving water resources, and mitigating climate change. It is our duty to harness this potential to its fullest extent.

To achieve this, the Government has integrated nature-based solutions into every facet of their policies, plans, and actions. It requires a comprehensive and collaborative approach, transcending national boundaries. The need to foster partnerships and exchange knowledge, leveraging the expertise of scientists, policymakers, and indigenous communities. In Meghalaya, the Government has a decentralized governance system that addresses grassroots-level issues through the communities, who are integral parts of their society. These communities have always been at the forefront of preserving and conserving the age-old traditions and values. The Sacred Groves, representing Meghalaya’s tradition of environmental conservation based on indigenous knowledge and culture, span over 10,000 hectares in about 100 locations, alongside more than 150 community-owned Reserved forests covering over 2,500 hectares in the state of Meghalaya. These areas are preserved by Meghalaya communities with utmost reverence.

The Government of Meghalaya has initiated the Green Meghalaya program, rewarding communities for preserving and protecting the natural cover. Through this program, the aim is to preserve 2 lakh hectares of forest cover over the next 5 years. Government is also working relentlessly to tackle climate change and maintain the serenity of the homes with the comprehensive action plan, ‘State Action Plan on Climate Change 2.0’. This plan will identify key problems through scientific studies and vulnerability assessments, providing corresponding action plans for mitigation.

Other initiatives, such as the State Community Mass Plantation drive, Seedball initiative, and Land Reclamation, have been implemented to increase forest cover. The Government also support initiatives that promote sustainable practices, including regenerative agriculture, reforestation, and the development of renewable energy sources. Through the recently ideated Solar Mission, standalone solar power systems will be provided to households and institutions, incorporating renewable clean energy into the state’s power needs. The aim is to achieve solar installation in about 6 lakh households in the state.

Meghalaya’s community-led conservation efforts have resulted in the revival of degraded ecosystems, the protection of endangered species, and the empowerment of local communities. The citizens of the state have recognized the immense potential of ecotourism, showcasing their rich biodiversity to the world while creating livelihood opportunities for its own people.

During the two days of discussion and deliberation on the new framework for mankind’s sustainable future, let people not forget that human beings are custodians of this planet, entrusted with the responsibility to ensure its well-being for future generations. Nature’s solutions are waiting to be discovered, and it is everyone’s duty to embrace them wholeheartedly.

The Government of Meghalaya sincerely hopes this gathering serve as a momentous occasion for a renewed commitment, pledging to incorporate nature-based solutions into the nation’s policies, strategies, and actions. With converged energies, all can create a world where nature and humanity coexist harmoniously, where sustainable development is not just a lofty aspiration but a tangible reality.

Government of Meghalaya Extends 100% Subsidy in Premium for Crop Insurance to Farmers of the State https://indiaeducationdiary.in/government-of-meghalaya-extends-100-subsidy-in-premium-for-crop-insurance-to-farmers-of-the-state/ Thu, 08 Jun 2023 14:18:40 +0000 https://indiaeducationdiary.in/?p=413191  Shillong : The Government of Meghalaya is extending premium support to the extent of 100% towards the farmers of the State for both Kharif and Rabi seasons during 2023-24 under the Crop Insurance Scheme “Pradhan Mantri Fasal Bima Yojana (PMFBY)“. The Scheme has been made applicable to all farmers of the State growing the notified crops in the notified areas upto 1 acre per crop per farmer.

The vision of the State Government under the leadership of the Chief Minister is to take up a farmer-centric approach in devising a strategy to protect them from the risks of crop failure. In order to support the farmers of the State in stabilizing their incomes against the risks of crop failure, the Government of Meghalaya has decided to provide free premium support amounting to Rs. 4.4 crores, covering both Kharif and Rabi seasons during 2023-24, whereby the premium for the farmers shall be paid by the State Government to an extent of 100% of the premium amount. With over 80% of the population of the State dependent on agriculture, the assistance via premium provides the much-needed cushion to farmers in the case of crop failure.

Pradhan Mantri Fasal Bima Yojana (PMFBY) was implemented in the State of Meghalaya since its commencement with effect from Kharif 2016. The main objective of the Scheme is to provide financial support to farmers suffering crop loss/damage due to unforeseen natural calamities and events. A farmer has to pay a 2% premium for Kharif crops, 1.5% for Rabi crops and a premium of 5% for horticultural crops under this Scheme. Farmers have to pay the premium out of sum insured and the remaining premium is paid by the Government on sharing basis between Government of India and the State Government at 50:50 sharing basis. However, the sharing of the subsidy was made to 90:10 basis w.e.f Kharif 2020, in the revamped PMFBY. The Scheme is available to all farmers growing the notified crops in the notified areas including the sharecropper and tenant farmers. The Scheme was made voluntary with effect from Kharif 2020 season.

Efforts to popularize the Scheme and ensure increased farmer enrolment is underway by the Department of Agriculture and Farmers’ Welfare in collaboration with the Implementing Agency, the Agriculture Insurance Company which is responsible to conduct awareness programmes from time to time as mandated by the Scheme. The estimated amount of premium support by the Government of Meghalaya of Rs. 4.4 crores is based on the enrolment target of 27,000 number of farmers for Kharif season 2023 and 10,000 number of farmers for the Rabi season 2023-24. The premium support guarantee by the Government of Meghalaya is expected to reverse the extremely low enrolled number of beneficiaries under the Scheme so far in the State and will relieve a significant section of farming households in the State of the risks of crop damage/crop failure.

Under the Jal Jeevan Mission, Meghalaya has made significant strides in providing tap connections to households. The number of households with tap connections has increased from 4,550 in 2019 to over 3 lakhs today. The Union government has allocated Rs 3,565 crores in 2023-24 to cover all 6.5 lakh households by the end of 2023-24. This demonstrates the state’s commitment to ensuring access to clean drinking water for its citizens.

The state has also witnessed notable advancements in the health sector. Maternal deaths have been reduced by 53% over the last two years, and the infant mortality rate has decreased to 29 per 1,000 live births in 2022. Initiatives such as Ayushman Bharat/MHIS have improved health-seeking behavior and reduced out-of-pocket expenses. Technological interventions like the MOTHER program and drone delivery of medicines have addressed accessibility challenges, further enhancing healthcare services.

Shri Conrad K Sangma highlighted the state’s focus on youth engagement. Meghalaya aims to empower its youth in traditional domains such as handicrafts, arts, hand embroidery, tailoring, as well as emerging fields like solar panel installation, food processing, AI, and Robotics. Additionally, the state is implementing soft skills programs to enhance confidence and emotional capabilities, particularly relevant to tribal youth. Furthermore, Meghalaya is conducting the largest mass talent identification and physical performance improvement program in the country using digital technology to foster sports development.

Meghalaya’s varied agri-climatic conditions have enabled the cultivation of high-value horticultural crops such as Lakadong Turmeric, Ginger, Pineapples, Oranges, and traditional fruits like Sohiong and Sohpi. Successful experiments with crops like Lavender, Saffron, and Buckwheat have displayed the state’s agricultural potential. By creating value addition and marketing infrastructure, Meghalaya aims to double the income of its farmers. The state has already exported turmeric to Europe and the US and sent oranges to Abu Dhabi, opening international markets for its produce.

Strategic growth centers along key projects in partnership with the World Bank have been identified to boost logistics, tourism, agriculture, and other social infrastructure. The ongoing and proposed infrastructure projects, such as the Dhubri-Phulbari Bridge project and the Guwahati-Shillong-Dawki-Sylhet-Chittagong Highway, will enhance connectivity and unlock the economic potential of the Northeastern region.

Shillong, with its favorable climate, scenic landscapes, English-speaking population, and cultural richness, has the potential to become a sustainable knowledge city. Efforts are underway to develop a new Shillong city as a world-class hub for knowledge industries such as IT and IT-enabled services.

Shri Conrad K Sangma urged to withdraw the ceiling limits and substantially enhance the investment window available for special category states like Meghalaya. Curtailing this investment window would hinder the state’s development efforts and adversely impact the growth trajectory. Hon’ble Chief Minister concluded by reiterating his commitment to the state’s progress and expressed gratitude to the Ministry of Finance for approving projects in crucial sectors. He emphasized the importance of continued support from the Government of India in realizing Meghalaya’s vision for sustainable development.

Shillong : As part of the developmental drives under the New Meghalaya initiative, Hon’ble Chief Minister of Meghalaya, Shri Conrad K Sangma alongside Hon’ble Minister of Agriculture, Smti M Ampareen Lyngdoh visited today, the ongoing projects in and around East Khasi Hills district. During his visit, he inspected the Tissue Culture Lab at the Bio-Resources Development Centre (BRDC) and the Kyrdemkhla Net house, both of which are crucial centers for agricultural development in the district.  Upon his arrival at the Wellness & Food Testing Site close to the BRDC farm, the Chief Minister interacted with tourism stakeholders, and took cognizance of the requests for the construction of various infrastructures to help boost tourism. Additionally, he inspected the progress of the Laitkor Pomlakrai Laitlyngkot road project, which will improve connectivity in the region.

The BRDC’s Seed Secure Meghalaya project, aims to accelerate the production of high-quality planting material by using low-cost apical-rooted cuttings as potato seed production starter material. The team at the tissue culture laboratory were able to produce more than one lakh tissue culture plants per year, exceeding expectations. This will allow Meghalaya to produce high-quality seed tubers that can be sold throughout the year to neighboring states and propel the Meghalaya into becoming self-sustainable for Potato Seed tubers production.

While surveying the progress of the project at BRDC, Hon’ble Chief Minister of Meghalaya, Shri Conrad K Sangma commented, “During my visit to the ongoing projects under the Bio-Resources Development Centre, I was impressed by the rapid pace of strategy driven progress being made by the teams involved pushing Meghalaya to be self-reliant agriculturally.
